Housing construction - December 2009

During the first eleven months of 2009, a total of 160,079 flats were completed (including 7,373 in housing cooperatives, 72,211 in individual construction, 72,353 dwellings built for sale or rent; the remaining 8,142 comprised municipal, company and social rent housing units), which represented decline of 3.1% relative to 2008.
A positive development was experienced by the Malopolskie voivodship, which posted a 17.7% increase in the number of units completed, and by the Dolnoslaskie and Zachodniopomorskie voivodships, whose housing completions grew by, respectively, 14.9% and 11.1% compared with 2008. In Mazowieckie, which again was the region with the largest number of new residential projects, investors completed over 38,000 housing units in 2009. The capital city region was followed by Malopolskie and Pomorskie with, respectively, over 18,800 and almost 14,700 homes completed
Between January and December 2009, developers obtained permits to construct more than 63,400 housing units (a decline of 37.3% relative to the previous year), whereas the number of building permits secured by individual investors fell by 9.1% year on year to 102,900. Throughout the country, in the analysed period, all investors obtained construction permits for 178,800 housing units (a 22.3% decline compared to the last year) and commenced work on 142,900 dwellings (down by 18.2%).
In terms of the number of dwellings completed per 1,000 residents, the Mazowieckie region noted 7.4 housing units per 1,000 residents, followed by Pomorskie with a ratio of 6.6. A high ratio of 5.7 was also reported by Malopolskie. Yet again, the lowest ratios were recorded by Swietokrzyskie (1.5) and Opolskie (1.7). The national average stood at 4.2, whereas in 2008 it was 4.4 (and 3.5 in 2007).
