Road works commanded greater share of tenders in 2009

In 2009 the number of tenders and orders for performance of services and works, and supply (without purchase) announced in Poland totalled 248,423, down by nearly 2,000 (0.8%) on the number of tenders in 2008. Of which, tenders relevant to the broader construction industry amounted to 116,248, i.e. 47% of all tenders, which means that the percentage share of construction tenders was also lower in 2009 than a year earlier when it had represented 56% of all tenders.
According to data gathered by Grupa Marketingowa TAI, the number of tenders organised for construction works grew quarter on quarter for the first nine months of 2009. Because of the winter season, the last quarter noted a decline in the number of tenders relative to the preceding period.
As a year earlier, the most tenders for construction works were announced in the voivodships of Slaskie and Mazowieckie; the least in Lubulskie voivodship.
The largest percentage share in all construction tenders was commanded, once again, by road works. Relative to a year earlier, the percentage share of orders for road works and power engineering increased, as did for construction and finishing works. Meanwhile, a decrease was noted, of four percentage points, in the percentage share of structure construction works.
The decisive majority, 86%, of announced tenders concerned orders for performance of services or works, while the remainder was for supplies. In 2008, performance of services and works accounted for 89% of all tenders; 84% of all tenders announced in the construction industry represented open tenders.
The percentage share of tenders for road works is a consequence of the ongoing expansion of the national network of roads and motorways, and is a continuation of the trend observed in 2008. The percentage share has increased as a result of the intensive implementation of the plan for the development of the national road network, initiated by the government, in part because of Poland’s preparation for the European football championships in 2012. The General Directorate for National Roads and Motorways (GDDKiA) reported that 60 tenders were announced in 2009 for the construction of approximately 980 km of roads, worth in total over PLN 36bn. According to the Directorate, 220 other contracts were executed for the renovation of over 1,000 km of roads. In December 2009, Poland had 837 km of motorways; while a year earlier it had close to 766 km. At various stages of completion was almost 635 km of motorways, thus, nearly thrice as much as in December 2008 (219 km). The most significant increase was seen with respect to motorway sections for which tenders were underway: 400 km in December 2009; a year earlier the figure had stood at only 99 km. Thus, the GDDKiA has announced, as planned, all tenders for the construction of motorways included in the National Road Construction Programme 2008-2012 and to be commissioned for use before Euro 2012.
Overall, at present 777 km of new national roads is under construction. In 2010, the pace of execution of road works is likely to accelerate further, as the Directorate’s plans provide for the commencement of works on 1,248 km of express roads.
