Construction permits issued in Q1 2009 and 2010

The number of buildings for which construction permits were issued fell again in the first quarter of 2010. The decline was 7.6% in comparison with the same period of 2009. A year previously, the number of buildings for which permits were issued saw a 6% year-on-year drop.

In Q1 2010 construction permits were issued for nearly 27,600 buildings, compared to nearly 29,900 a year previously, i.e. for 7.64% fewer than in the same period of 2009. At the same time, the decline was smaller than that seen over the whole of 2009 compared to the previous year.
The largest drops came in the categories of office buildings (27.8%), hotels and other tourist accommodation (23.1%), and residential buildings comprising two or more residential units (22.3%). In all, the decrease in the residential segment was 8.8%. A year previously the number of these buildings was down 6.3%. The almost 19,600 residential buildings for which construction permits were issued in the first quarter of 2010, are to contain more than 33,300 units.
The drop in the number of residential buildings for which construction permits were issued in Q1 2010, at 4.7%, was not as great as for all buildings across the sector. A year previously the year-on-year downturn was 6%. A rise was noted only in the “other buildings” segment (ca. 9.8%).
Permits were issued for the largest numbers of residential buildings in the Mazowieckie, Malopolskie and Wielkopolskie voivodships. At the same time, the number of buildings for which investors obtained construction permits in the first quarter of 2010 fell year on year in 11 voivodships. Increases were recorded in Zachodniopomorskie (8.2%), Malopolskie (3.3%), Swietokrzyskie (1.6%), Opolskie (1.5%) and Pomorskie (0.8%). The sharpest declines were noted in Lubuskie (20.2%), Podlaskie (19.7%) and Mazowieckie (17.9%).
The greatest numbers of non-residential buildings for which permits were issued were in the Wielkopolskie, Mazowieckie and Podkarpackie voivodships.
