The construction sector in Poland
After several years of steadily rising growth, the pace of growth of the Polish construction market strongly decelerated in 2008 and in the following years. Still, despite the economic slowdown, 2010 proved to be another record-setting year for the construction market in terms of value. Based on our estimates, the market measured as the value construction output generated under orders had a value of nearly PLN 165bn (€41bn). However, in terms of the growth pace, 2010 was slightly worse than the preceding year, with the growth rate at nearly 3%.

Civil engineering construction
In 2010, road construction projects accounted for 44% of total construction output generated by companies active in the civil engineering sector. In terms of size, road construction is followed by construction of municipal and industrial pipelines and the segment of infrastructural projects for environmental protection, including sewage treatment plans, ecofriendly projects, etc. This category represented over 18% of the civil engineering construction market in 2010. Both these segments are the twin pillars of the infrastructural construction segment, which uses the bulk of the available EU funds.
 
Non-residential construction
Industrial and warehouse, public utility and service and retail construction are the largest segments of the non-residential construction sector. Public utility buildings were the most rapidly developing segment in 2010, while service and retail buildings and office development projects lost a massive chunk of their respective market shares.
The number of non-residential buildings for which construction permits were issued stopped falling, having increased to 41,700 buildings in 2010. However, in terms of building size, the downward trend continued, though declines were substantially reduced compared to 2009.
 
Residential construction
Following an 11.3% drop in 2009, 2010 was marked by a continued substantial decline in residential construction output – construction output fell to PLN 11.6bn (€2.9bn). Two- and multi-unit buildings account for over three-quarters of total construction and assembly output generated by companies with more than nine employees; for the most part, these projects are carried out by property developers.
